Funding
The Social Inclusion and Community Activation Programme (SICAP) 2018-2023 is co-funded by the Government of Ireland, through the Department of Rural and Community Development, and the European Union.
SICAP
The Social Inclusion and Community Activation Programme (SICAP) 2018 – 2023 provides funding to tackle poverty and social exclusion through local engagement and partnerships between disadvantaged individuals, community organisations and public sector agencies.
SICAP is a social inclusion programme with two goals to assist both individuals and groups through a two-pronged approach; supporting communities and supporting individuals.
Programme aim
The aim of SICAP is to reduce poverty and promote social inclusion and equality in Ireland through supporting communities and individuals using community development approaches, engagement and collaboration.
Programme Goals
Goal 1: Supporting Communities To support communities and target groups to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues, developing the capacity of Local Community Groups, and creating more sustainable communities.
Goal 2: Supporting Individuals To support disadvantaged individuals to improve the quality of their lives through the provision of lifelong learning and labour market supports.

SICAP actions must underpin the key social inclusion objectives identified in the LECP
Operating Structure:
Department of Rural and Community Development
The Department of Community and Rural Development is the lead funding department and Pobal has been engaged to work on its behalf to manage and oversee the delivery of SICAP nationally.
Local Community and Development Committee
Cavan Local Community Development Committee (Cavan LCDC) is the contracting authority and is the key decision maker in terms of annual planning, monitoring and oversight. It has responsibility for bi-annual performance reviews and the annual planning process. The LCDC has contracted Cavan LEADER Partnership to deliver the programme on its behalf.
Target Groups
SICAP provides a range of supports for 13 target groups who have been chosen based on current socio-economic context and in line with Government priorities.
Along with the 12 identified target groups to be assisted by SICAP, the LCDC is also given an opportunity to select its own target group based on its knowledge of local needs and priorities.
The following are the Target Groups:
- Disadvantaged Children and Families
- People living in Disadvantaged Communities
- Disadvantaged Young People (aged 15 – 24)
- People with Disabilities
- Disadvantaged Women
- Roma
- Travellers
- Lone Parents
- The Disengaged from the Labour Market (Economically Inactive)
- Low Income Workers/Households
- The Unemployed
- New Community
The LCDC has identified the emerging needs target group for 2023 as people experiencing accessibility barriers.
