Legislative Procedure for Traffic Calming Procedures under the Road Traffic Act 1994

Under the Road Traffic Act 1994 (As Amended) A road authority may, in the interest of the safety and convenience of road users, provide such traffic calming measures as they consider desirable in respect of public roads in their charge.

Notice is hereby given pursuant to Section 38 of the Road Traffic Act 1994 (As Amended) of the following scheme:

  • Cathedral Road, Cavan Town – Proposed footpath and Traffic Calming measures on the R212 in the Townland of Drumgola, Cavan Town, Co. Cavan.

A new project is being proposed to introduce a footpath, cycleway, and traffic calming measures along Cathedral Road (R212) in the townland of Drumgola, Cavan Town. This initiative aims to enhance safety and accessibility for schoolchildren and local residents while promoting sustainable travel options.

Key Objectives:

  • Improved Connectivity: The new footpath will provide a safe and accessible link between St. Patrick’s Secondary School and nearby residential areas, improving access to Cavan Town.
  • Encouraging Active Travel: By promoting walking, cycling, and the use of scooters, the project will support healthier lifestyles and help reduce reliance on cars.
  • Enhanced Safety Measures: The introduction of traffic calming measures will create a safer environment for children commuting to and from school.
  • Increased Accessibility: The scheme prioritises accessibility improvements, ensuring a more inclusive environment for all.
  • Efficient Implementation: Designed to be delivered within the council’s available resources, the project will be completed in a timely and cost-effective manner.

This initiative will play a crucial role in making Cavan Town a more pedestrian and cyclist-friendly place, encouraging active travel and fostering a safer, more connected community.

The proposed scheme will consist of:

  • Provision of raised cycle lane on both sides of the carriage way
  • Infill footpaths were required.
  • Provision of 1 new pedestrian crossing
  • Traffic Calming Measures

This scheme will be progressed under Section 38 of the Road Traffic Act, 1994. This section of the Act contains the legislation under which new traffic calming and cycling infrastructure is developed. Typical works carried out under Section 38 powers include road narrowing, speed cushions, footpath build outs, cycle tracks, and bus corridors. Delivering these works under Section 38 powers does not require planning permission.

Plans and particulars of the proposed scheme are available for inspection at the offices of the Road Section, Drawings and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy, during normal office hours from 9am to 1pm and 2pm to 5pm, Monday to Friday (excluding public holidays), at:

during the period from Thursday, 20th February 2025 to Thursday, 6th March 2025, both dates inclusive.
