ADVANCE NOTICE OF PUBLIC CONSULTATION NO. 3 EMERGING PREFERRED OPTION CORRIDOR
Cavan County Council, in partnership with Meath County Council and in association with Transport Infrastructure Ireland, is progressing the development of the N3 Virginia Bypass scheme.
The scheme commences at the end of the existing N3 dual carriageway at Derver, north of Kells in Co. Meath and extends to the existing N3 north of Virginia Town in Co. Cavan. Cavan County Council has appointed Barry Transportation to advance the scheme through the Planning and Design phases.
The project is currently at Phase 2 (Options Selection) of Transport Infrastructure Ireland (TII) Project Management Guidelines. Stage 2 of the Option Selection Process commenced in November 2020 where five main options and a number of variations between options were presented at a Virtual Public Consultation in November / December 2020.
The Project Team have now assessed the shortlisted options under 6 criteria: Economy, Environment, Safety, Accessibility and Social Inclusion, Integration and Physical Activity to identify the Emerging Preferred Option Corridor.
The Emerging Preferred Option Corridor will be published at 2pm on Thursday 19th August 2021 on the project website www.n3virginiabypass.ie and linked via the Cavan County Council website at www.cavancoco.ie/n3-virginia-bypass. Details of the Emerging Preferred Option Corridor will also be published through local media and social media that week.
A third period of non-statutory public consultation seeking feedback on the Emerging Preferred Option Corridor will begin at 2pm on 19th August 2021 and will run until 13th September 2021.
Registered landowners who have lands within the Emerging Preferred Option Corridor will receive an information pack on or after Wednesday 18th August 2021. The information pack will include drawings and maps of the Emerging Preferred Option Corridor, information on the Option Selection process to date and details of this third public consultation.
A leaflet will be delivered to properties within the Study Area for the scheme on or after 19th August 2021 advising that the Emerging Preferred Option Corridor has been identified and that the public consultation process has commenced.
Public Consultation Format
Due to the current Covid-19 restrictions it is not possible to hold a large scale public event at this time. In response to the Covid-19 restrictions, an online public consultation process has been developed and will go live at 2pm on Thursday 19th August 2021 via:
The online public consultation experience will allow stakeholders and the general public to view maps, project information and express their opinion in a safe and accessible environment.
It is understood that online information cannot be accessed by everyone and to this end a range of options will be available for people to speak directly with and meet members of the Project Team during the public consultation period, including:

From the afternoon of 19th August until 3rd September 2021, in-person meetings will be available by appointment at the Virginia Show Centre. These in-person meetings will allow for social distancing and will adhere to all COVID-19 guidelines and restrictions to safeguard the health of the public and staff.

Drawings and Information relating to the Emerging Preferred Option Corridor will also be placed in the window of the Virginia Show centre from 2pm on the 19th August 2021.
Once the Emerging Preferred Option Corridor has been published, anyone affected by the Emerging Preferred Option Corridor or with an interest in the scheme is encouraged to make an appointment to speak with or meet the Project Team and to submit feedback through the public consultation process.
