Parking Fines

Parking fines are issued if you park illegally, if you exceed a parking time limit or if you fail to display a valid pay & display ticket (where applicable) or fail to ensure you comply with the relevant law and parking regulations when parking. 

Motorists must comply with Cavan County Council’s Control of traffic and parking Bye-Laws 2016. Motorists must also comply with National Parking Regulations which govern illegal parking. e.g. parking on double yellow lines, single yellow lines, on a footpath or junction or disrupting the flow of traffic.

Some of the most common reasons for the issuing of a parking fine are listed below:

  • Parking in excess of time allowed on the particular street or car park
  • Parking without displaying a valid pay & display ticket (Cavan Town only)
  • Parking on a double yellow line
  • Parking in a Disabled parking bay without displaying a valid Disabled Badge
  • Parking in a manner prohibited (interferes with traffic flow or obstructs or endangers other road users, for example)

The charges above apply if paid within 28 days of issue of the Parking Fine. If the fine is paid after this the amount increases by 50%

Paying your parking fine

You must have your parking fine number and vehicle registration number when paying your parking fine. Payment can be made in the following ways:

  • By credit or debit card by phoning 049 437 8300.
  • By post, with cheque or postal order made out to Cavan County Council addressed to Cavan County Council, Floor 2, Farnham Centre, Farnham Street, Cavan, Co. Cavan.
  • In person by cash, cheque, postal order or credit / debit card at Cavan County Council, Floor 2, Farnham Centre, Farnham Street, Cavan, Co. Cavan or any Cavan County Council Municipal District during the opening hours above.

Parking Fine Appeals

Cavan County Council enforces the Parking Bye Laws and the National regulations through the issue of parking fines (Fixed Charge Offences). If you receive a parking fine and wish to dispute this you may lodge an appeal. This is a non-statutory appeal procedure.

  • Please note that an appeal received does not stop the time accruing on the offence, it simply puts the time accrual on hold until a decision is made.
  • Any increase in the penalty irrespective of any delay which may occur is your responsibility. i.e. after 28 days (inclusive of weekends and bank holidays), the fine will increase by 50%. You then have up to day 56 to pay the fine, after day 56 the council shall commence legal proceedings.
  • If you decide to pay the fixed charge offence, your appeal shall be cancelled.
  • An appeal should include the following information:
  • Name, address and vehicle registration number
  • An appeal form must be completed outlining the reasons for appeal.

Upon receipt of your appeal:

  • We shall process the appeal in accordance with the appeal procedure.
  • The appeal shall be considered along with the evidence supplied by the traffic warden in relation to the issue of the ticket.
  • We shall notify you in writing of the decision.
  • We shall record details of your appeal for control and audit purposes.
