Councillor Fleming was co-opted to Cavan County Council in December 2003 to take the seat of Senator Diarmuid Wilson following his election to Seanad Éireann, representing the Cavan Local Electoral Area until June 2004.

“Though Charlie’s time on Cavan County Council was brief, he made a strong impression on all of his fellow councillors as a committed, genuine, and thoroughly decent public servant. On behalf of the elected members, management, and staff of Cavan County Council, I offer my deepest sympathies to Rose, their children Bríd, Madge, Doreen, Kathleen, Cathal, Martin, Val, Paul, and Michelle, their wider family, and his many friends. Ar dheis Dé go raibh a anam."
