Part 8 Planning Notice - Main St Virginia

Notice under Planning & Development Regulations 2001 – 2018 Article 81 – Part 8

Notice is hereby given that Cavan County Council proposes, on the site of the Ramor Theatre (protected structure) and adjacent former Parochial House and two storey end-of-terrace building (protected structure) on Main Street, Virginia, to carry out the following development:

 

Development of new Civic, Cultural and Library Services Centre comprising of the following;

  1. Retain, renovate and restore the former Parochial House and convert to a new use to accommodate a box office, exhibition space, canteen and offices
  2. Form a new glazed entrance on Main Street to the Ramor Theatre (protected structure) which is a protected structure
  3. Demolish the rear extensions to the original structure of the Parochial House and remove the derelict outbuildings.
  4. Erect a new 2 storey shared foyer to the rear of the Parochial House between the Ramor and the new building.
  5. Erect a new 3 storey extension to rear of the Parochial House comprising of a performance space on lower ground floor with stores and toilets, a municipal library at ground level and a multipurpose space with offices at first floor level.
  6. The new build area measures 845sq.m.
  7. Upgrade the Ramor Theatre by providing new stairs and support accommodation. Form new windows in the walls of the existing building.
  8. Carefully demolish a section of the neighbouring 2 storey protected structure adjacent to the Parochial House to facilitate a new vehicular access to a proposed car park.
  9. Provide 30 car parking spaces and a shared external space to the rear.
  10. Alterations to the public footpath and existing railings in front of the former Parochial House and the Ramor Theatre.
  11. Installation of foul and stormwater drainage, including storm attenuation, bypass inceptor and outfall.
  12. The provision of public lighting, utility connections, road signage and information signage.
  13. Other accommodation works and ancillary works, including toilets, stairs, paths and ramps.

 

An Architectural Heritage Impact Assessment, Appropriate Assessment Screening Report, Environmental Impact Assessment Screening Report, Ecological Report, Bat Survey, Drainage Report, Transport Statement and Archaeological Impact Report of the proposed development has been completed and are available for inspection with this application.   

Plans and particulars of the proposed development are available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at the Ballyjamesduff Municipal District Office, Virginia, Ramor Theatre, Virginia and at the Planning Office, Farnham Centre, Cavan Town during normal working hours up until 31st January 2019.

 

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development will be situated may be made in writing and must reach the Forward Planning Section, Farnham Centre, Farnham Street, Cavan, before 5 pm on 14th February 2019.

 

In accordance with the requirements of the European Union (Planning and Development) (Environmental Impact Assessment) Regulations 2018 (S.I. No. 296 of 2018), the Planning Authority has concluded that the proposed development does not require an Environmental Impact Assessment and will not be likely to have a significant effect on the environment. Any person may, within 4 weeks from the date of this notice apply to An Bord Pleanala for a screening determination as to whether the development would be likely to have significant effects on the environment.
